    CHAPTER 54--TRANSPORTATION, SALE, AND HANDLING OF CERTAIN ANIMALS
 
Sec. 2151. Rules and regulations

    The Secretary is authorized to promulgate such rules, regulations, 
and orders as he may deem necessary in order to effectuate the purposes 
of this chapter.
