Sec. 40126. Severable services contracts for periods crossing 
        fiscal years
        
    (a) In General.--The Administrator of the Federal Aviation 
Administration may enter into a contract for procurement of severable 
services for a period that begins in 1 fiscal year and ends in the next 
fiscal year if (w
