Lien not applicable to vehicle leased or used without owner's consent--
Subordination to security interests.
The lien imposed by § 32-32-10 shall not apply to vehicles which
at the time of the violation are leased, loaned, or being used without the owner's permission and the
lien shall be subordinate to a perfected security interest or lien registered on the title at the time of
the violation.
