Surrender of indicia of ownership by dealers, salvage yards, and others.
Employees
of the department authorized by the secretary shall require the surrender of the plates and documents
for such vehicles from dealers, salvage yards, and other similar establishments, when it is determined
that the plates and documents have not been forwarded to the department as required herein.
