32-3-12.
Operation or possession of vehicle without certificate as misdemeanor.
An owner,
or any person without the consent of the owner, who operates or has possession of a motor vehicle
in this state under a registration number of this state, without first securing a certificate of title as
provided in this chapter, is guilty of a Class 2 misdemeanor.
