Minors under age of eighteen--Authorization by parental authority.
The application
of any person under the age of eighteen years for a driver license or nondriver identification card
shall be signed by the father, mother, or guardian, or, if there is no parent or guardian, then by
another responsible adult and verified before a designee of the Department of Public Safety or a
person authorized to administer oaths.
