     32-10-3.   Authority of department to execute agreements, arrangements or declarations-- Rules. The Department of Revenue and Regulation may execute agreements, arrangements, or declarations to carry out the provisions of this chapter. The department may specify, by rules passed pursuant to chapter 1-26, the requirements such agreements, arrangements, or declarations must conform to, before they will be executed. The secretary of revenue and regulation may adopt reasonable and necessary rules to provide for registration of commercial vehicles involved in multi-jurisdiction commerce as follows:
             (1)      Cab card fees;
             (2)      Transfer of credits or refunds;
             (3)      Revocation of license;
             (4)      Collection and distribution of fees for other jurisdictions;
             (5)      Reciprocal agreements with other jurisdictions affecting interstate movement of vehicles.
