Denial of proportional registration where foreign state denies similar registration.
The administrator may refuse to accept proportional registration applications for the registration of
vehicles based in, or owned by residents of, another jurisdiction that does not grant similar
registration privileges to fleet vehicles based in or owned by residents of this state.
