    §  104-a. Courier betting authorized. Notwithstanding any inconsistent
  provision of law, the  board  shall  promulgate  rules  and  regulations
  governing  the  conduct  of  employees, directly or indirectly under the
  control of  any  racing  association  or  corporation  or  any  regional
  off-track  betting  corporation, in the placing of wagers and collection
  of winnings on behalf of patrons within designated on-premises areas  of
  such on-track or off-track wagering facility.
