    §  102.  Construction  of other laws or provisions. Unless the context
  shall require otherwise, the terms  "state  racing  commission",  "state
  harness  racing commission", "state quarter horse racing commission", or
  "state off-track pari-mutuel betting commission", wherever occurring  in
  any  of  the  provisions of this chapter or of any other law, or, in any
  official books, records, instruments, rules or papers,  shall  hereafter
  mean  and  refer  to  the state racing and wagering board established by
  section one hundred one of this chapter. The provisions of article three
  of this chapter shall be inapplicable to article two  of  this  chapter;
  and  the  provisions  of  such article two shall be inapplicable to such
  article three, except  that  section  two  hundred  twenty-two  of  such
  article two shall apply to such article three.
