    §  489.    Regulation of combustibles, etc.  The commissioner may make
  and enforce rules and regulations for the  manufacture,  storage,  sale,
  transportation   or   use   of   combustibles,   chemicals,  explosives,
  inflammables or  other  dangerous  substances,  articles,  compounds  or
  mixtures.
