    § 483.  Deputies.  The commissioner may appoint three deputies, one of
  whom  may  perform  all the duties and exercise all of the powers of the
  commissioner except appointment or promotion, detail or dismissal of any
  member of the uniformed force when thereunto authorized by instrument in
  writing to be filed in the offices of the mayor and the comptroller.
