    §  3008.    Rules and regulations.   The commissioner shall promulgate
  rules and regulations to effectuate the purposes of this chapter, except
  that rules and regulations relating to the disposal of records  pursuant
  to   section   eleven  hundred  thirty-three  shall  be  issued  by  the
  commissioner after consultation with the  corporation  counsel  and  the
  comptroller.
