    §  7-105  Actions  and  proceedings  for  recovery  of  penalties. The
  assistant corporation counsel in charge of the  recovery  of  penalties,
  subject  only  to  the  approval of the corporation counsel, may settle,
  compromise, adjust or  discontinue  any  action  brought  to  recover  a
  penalty in the name of the city or any agency thereof, provided that the
  penalty sued for does not exceed the sum of two hundred fifty dollars.
