    §  7-104  Legislative bills; local laws. The corporation counsel shall
  prepare the draft of any bill  to  be  presented  by  the  city  to  the
  legislature  for  enactment,  with  a  proper  memorial  for the passage
  thereof, and shall prepare such local laws as may  be  required  by  the
  council or any committee thereof.
