    §  7-103 Corporation counsel. It shall be unlawful for the corporation
  counsel or any of the corporation  counsel's  assistants  to  appear  as
  attorney  or counsel in any action or litigation except in the discharge
  of his or her official duties, or to accept an appointment as referee or
  receiver in any action or proceeding.
