The commissioner shall adopt rules, pursuant to RSA 541-A, relative to:
I. The licensing of growers under RSA 433-B:2, I.
II. The registration of dealers under RSA 433-B:2, II.
III. The harvesting and certification for export of ginseng under RSA 433-B:3.
IV. Any other matters necessary to implement this chapter.
