     254A.15 Affirmative outreach. 


    The commissioner shall design and implement a plan of 
 affirmative outreach to encourage utilization of the services 
 authorized in sections 254A.031, 254A.12, and 254A.14.  The plan 
 may include purchase of services by the commissioner to carry 
 out the plan.
