     246.013 Persons with mental illness; care, treatment. 

    Within the limits of the appropriations for the 
 commissioner of human services, the commissioner is directed, in 
 the performance of the duties imposed by the laws of this state, 
 to bring to the measure prescribed by section 246.012, the care 
 and treatment of persons with mental illness as speedily as is 
 possible, and to thereafter, subject to the paramount authority 
 of the legislature with respect to appropriations, maintain said 
 standards in the care and treatment of persons with mental 
 illness.
