     144.13 Rules, notice published. 

    Three weeks' published notice of such rules, if of general 
 application throughout the state, shall be given at the seat of 
 government; if of local application only, as near such locality 
 as practicable.  Special rules applicable to particular cases 
 shall be sufficiently noticed when posted in a conspicuous place 
 upon or near the premises affected.  Fines collected for 
 violations of rules adopted by the commissioner shall be paid 
 into the state treasury; and of local boards and officers, into 
 the county treasury.
