§ 130G.
  (a)   (1)   Subject to the limitations in the State budget, there is a Maryland Emergency Food Program in the Department of Human Resources.
    (2)   The Community Services Administration in the Department shall manage the Program.
  (b)   The purpose of the Program is to:
    (1)   Provide funding to assist emergency food providers in purchasing food for needy individuals;
    (2)   Encourage needy individuals to become self-sufficient; and
    (3)   Distribute information on Maryland's earned income tax credit.
  (c)   (1)   No more than 5% of the Program's budget may be used to cover Program administrative costs.
    (2)   All remaining funding shall be allocated for food purchase only.
    (3)   No Program funds may be used for equipment or for any other capital expenditures.
