§ 4-609.
(a) In the course of exercising its powers and duties under this subtitle, the Council shall avoid any actions which would interfere with the freedom of artistic expression or with the established or contemplated arts programs in any community.
(b) The Council shall receive for its purposes and programs such funds as are provided to the Council in the State budget from time to time. Funds received as nonstate, nonfederal contributions for programs of assistance to the arts may be treated as special funds which do not revert to the General Fund at the end of a fiscal year.
