      The Board shall prepare and submit to the County Commissioners an annual budget, including a schedule of recreation activities and programs. Review of the Board's proposed budget by the County Commissioners and approval of the schedule of recreation activities and programs which shall be contained therein shall constitute concurrence in the recreation activities and programs proposed for any fiscal year. The County Commissioners may modify or change the schedule contained in the proposed budget. The County Commissioners may direct the Board to initiate any recreation activity or program and the Board shall initiate such activity or program with reasonable promptness to the extent funds are available for that purpose.
