      The Commission shall prepare an annual financial report which shall include the financial statements of the Commission and which shall be certified by independent certified public accountants. Following the completion of the audit, a summary financial report consisting of a combined statement of revenues and expenditures for all funds shall be published by the Commission in at least one newspaper published and generally circulated in Montgomery County and those newspapers officially designated by the Prince George's County government as newspapers of record, or in the absence of the designation thereof, in at least one newspaper of general circulation published in Prince George's County. The publication of the summary financial report shall carry appropriate references to the Commission's certified annual financial report. The certified annual financial report shall be made available by the Commission for distribution to the public.
