      Nothing in this article may be construed to affect or impair the validity or obligation of any bonds, notes, or certificates of indebtedness heretofore issued and sold by the Commission under any previous statute which is amended or repealed by this article. All such bonds, notes, or certificates of indebtedness are ratified and confirmed as the valid and binding obligations of the Commission herein continued in accordance with the terms thereof, as issued upon the full faith and credit of the Commission and of the county or counties guaranteeing them.
