    A person who parks a motor vehicle belonging to him or subject to his control or allows that vehicle to remain parked in any private drive or private way in a manner so as to block or interfere with the free passage of vehicles, or on a public highway in such a manner as to block the entrance to a private driveway, gate or barway, commits a civil trespass by motor vehicle for which a forfeiture not to exceed $100 may be adjudged. Upon proof that the defendant was the registered owner of the vehicle, it shall be presumed that he was the person who parked the vehicle so as to block or interfere with free passage through a driveway, gate, barway or other private way. [1981, c. 251 (new).]
