56.600 Central State Hospital Recovery Authority -- Board.
(1)
As used in KRS 56.600 to 56.603:
(a) "Authority" shall mean the Central State Hospital Recovery Authority;
(b) "Board" shall mean the governing board of the authority;
(c) "Hospital" shall mean the Old Central Kentucky State Hospital in Jefferson
County, Kentucky; and
(d) "Public entity" shall mean the fiscal court of Jefferson County, the city of
Anchorage, an agency of either that county or that city, or an agency created
by agreement between that county and city under KRS 65.210 to 65.300.
(2)
There is created an independent, de jure municipal corporation and political
subdivision of the Commonwealth which shall be a public body corporate and
politic to be known as the Central State Hospital Recovery Authority. The purpose
of the authority shall be to perform essential governmental and public functions and
purposes relating to the management, control, and use of the lands of the Old
Central Kentucky State Hospital in Jefferson County, Kentucky.
(3)
The authority shall be governed by a board consisting of the secretary of the Finance
and Administration Cabinet, or his designee, who shall be chairman of the board,
and five (5) members, two (2) of whom shall be appointed by the Governor from
the state at large, and three (3) of whom shall be residents of Jefferson County,
appointed by the county judge/executive of Jefferson County. One (1) of the three
(3) members appointed by the county judge/executive shall be a resident of the city
of Anchorage, Kentucky. Appointed members shall have four (4) year terms and
may be reappointed.
(4)
The board shall meet at the call of the chairman. A quorum of the board for the
purpose of transacting business shall be four (4) members of the board.
(5)
Appointed members of the board shall serve without compensation or other
reimbursement for their services, KRS 12.070(2) notwithstanding.
