45.246 Compliance with KRS 45.245 to 45.247.
The draft branch budget bills and draft bills including an appropriation provision, and the
biennial highway construction act or acts submitted to the General Assembly by the
Governor, and the act or acts enacted by the General Assembly, shall comply with the
provisions of KRS 45.245 to 45.247. Expression of general exclusion including, but not
limited to, "any act or statute to the contrary notwithstanding," and "the provisions of any
other law notwithstanding" shall not be effective as an exemption from the provisions of
KRS 45.245 to 45.247. Exemptions from the provisions of KRS 45.245 to 45.247 shall
include the specific projects exempted.
