The secretary shall establish the internal organization of the cabinet not established in
1974 Acts, Chapter 74 and shall organize the cabinet into such organizational units as the
secretary deems necessary to perform the functions, powers and duties of the cabinet,
subject to the provisions of KRS Chapter 12.
