38-1685. Fees and expenses. When an appeal is taken pursuant to this code, fees of an attorney appointed to represent the respondent shall be fixed by the district court. The fees, together with the costs of transcripts and records on appeal, shall be taxed as expenses on appeal. The court on appeal may assess the fees and expenses against the appealing party or order that they be paid from the general fund of the county. When the court orders the fees and expenses assessed against the appealing party:
(a) The fees and expenses shall be paid from the county general fund, subject to reimbursement by the appealing party; and
(b) the county may enforce the order as a civil judgment, except the county shall not be required to pay the docket fee or fee for execution.
