    42-1759.  ANNUAL REPORT AND FINANCIAL STATEMENT TO GOVERNOR AND
LEGISLATURE. An annual report shall be made to the governor and the
legislature prior to each November following the close of the year, describing
the work accomplished by use of the revolving development fund and including a
complete financial statement.
