                              PRODUCER LICENSING
    41-1011.  ISSUANCE -- REFUSAL OF LICENSE. If after completion of
application for a license, the taking and passing of any examination required
under this chapter and, if required by the director, receipt of a report from
the federal bureau of investigation based on the fingerprints of the
applicant, the director finds that the applicant has fully met the
requirements for a license, the director shall issue the license to the
applicant; otherwise, the director shall refuse to issue the license and shall
promptly notify the applicant and any appointing insurer or insurers of such
refusal and state the grounds for the refusal. Pending the receipt of the
report from the federal bureau of investigation, the director may, in his
discretion, issue a temporary license if all other qualifications have been
met.
