Any
person, company, firm, or corporation who shall operate any pump, without the
written consent of the Commissioner of Agriculture, which has been condemned by
a duly authorized inspector as provided for in this part because of giving short
measure in excess of the tolerance established by regulation of the Commissioner
shall be guilty of a misdemeanor.
