Notwithstanding
the provisions of Code Section 1-3-4, no general Act which provides for an
increase in compensation to one or more of the county officials listed in
Article IX, Section I, Paragraph III of the Constitution or Chapter 10 of Title
15 shall be effective until the first day of January following passage of the
Act.
