      Sec. 10-401. (Formerly Sec. 10-370a). Commission to establish special incentive grant program: Arts and culture. The Connecticut Commission on Culture and Tourism, established under section 10-392, shall establish and administer a "special incentive grant program" to provide financial assistance for artistic and cultural programs and activities pursuant to subdivision (2) of section 10-400. No state funds appropriated to the commission for the purposes of said program shall be disbursed unless one-third of the amount of such financial assistance consists of nonfederal funds raised and received by said commission.
