     32-5-2.3.   Renewal of registration--Initial registration period--Proration of fees. Each owner of a noncommercial motor vehicle registered before January 1, 1990, shall, no later than March 31, 1990, renew the registration of the vehicle by payment of the registration fee. To implement this section, the initial licensing and registration period may be for a period varying from six months to eighteen months to comply with § 32-5-2.2. All registration fees shall be prorated on a monthly basis.
