     3-7-9.   Recruitment--Promotion--Competitive examinations--Scope and nature of examinations. The Law Enforcement Civil Service Commission may adopt rules pursuant to chapter 1-26, in the areas of recruitment, examination, certification, selection, and promotion, which shall be public and competitive. The examinations shall relate to those matters which will fairly test the relative capacity of the persons examined to discharge the duties of the position and may include tests of physical qualifications, training and experience, written examinations, and health and, when appropriate, technical or manual skill. The commissioner shall designate the times and places for the examinations.
