     3-6A-32.   Information to and communications with departments. The personnel commissioner shall have the duty, responsibility, and authority to establish and maintain a current information and communication system to provide timely and useful information on department personnel resources as required for management decision-making purposes as well as for planning, operation, and evaluation of personnel programs.
