     3-6A-22.   Eligible lists for vacancies in service. The personnel commissioner shall have the duty, responsibility, and authority to establish eligible lists as needed, and certify names of eligible applicants to appointing authorities for filling vacancies in the career service pursuant to rules adopted by the Career Service Commission.
