     3-12A-3.   Commissioner as chief administrative officer--Duties--Employment of personnel. The commissioner of the Bureau of Personnel shall be the chief administrative officer for the plan. He shall perform such duties as are required of him in this chapter. The commissioner shall employ such administrative, technical, and clerical employees as shall be required for the proper administration of the insurance program herein provided or contract with another party to provide such administration.
