§ 4501.34. Records and proceedings of registrar.
 

(A)  The registrar of motor vehicles may adopt and publish rules to govern the registrar's proceedings. All proceedings of the registrar shall be open to the public, and all documents in the registrar's possession are public records. The registrar shall adopt a seal bearing the inscription: "Motor Vehicle Registrar of Ohio." The seal shall be affixed to all writs and authenticated copies of records, and, when it has been so attached, The copies shall be received in evidence with the same effect as other public records. All courts shall take judicial notice of the seal. 

(B)  Upon the request of any person accompanied by a nonrefundable fee of two dollars per name, the registrar may furnish lists of names and addresses as they appear upon the applications for driver's licenses, provided that any further information contained in the applications shall not be disclosed. The registrar shall pay all the fees collected into the state treasury to the credit of the state bureau of motor vehicles fund established in section 4501.25 of the Revised Code. 
 

This division does not apply to the list of qualified driver licensees required to be compiled and filed pursuant to section 2313.06 of the Revised Code.

Effect of Amendments

S.B. 123, Acts 2002, effective January 1, 2004, substituted "The registrar shall pay all the fees collected" for "All the fees collected shall be paid by the registrar" in the introductory paragraph of (B); and made gender neutral and minor stylistic changes.
