5-0109 - Meetings; quorum; quorum to approve environmental standards.

§ 5-0109. Meetings; quorum; quorum to approve environmental standards.
    1. The board shall:
    a. Meet at least quarterly;
    b. Keep a record of all its proceedings; and
    c. Determine the rules of its own procedures.
    2.  Special  meetings  of the board may be called by its chairman upon
  his own initiative and must be called by him upon receipt by  him  of  a
  written request therefor signed by five members of the board.
    3.  Eight  members  of  the  board  shall  constitute a quorum for the
  transaction of any business of the board, at both  regular  and  special
  meetings.
    4.  The  term  "members"  as  used  in  this section shall mean voting
  members unless a different meaning appears in the text.
    5. At least three days prior to each meeting, the executive  secretary
  of  the  board  shall  give  written  notice  to  each  member including
  non-voting participating members of the board of  the  time,  place  and
  purpose  of  such  meeting,  except,  however,  that  in the event of an
  emergency such notice may be given orally and without regard to time.
