2006 New York Code - Declaration Of Objects.



 
    §  363.   Declaration of objects. Medical assistance for needy persons
  is hereby declared to be a matter of public concern and a  necessity  in
  promoting  the  public  health and welfare and for promoting the state's
  goal of making available to everyone, regardless of race, age,  national
  origin  or  economic  standing,  uniform, high-quality medical care.  In
  furtherance of such goal, a comprehensive program of medical  assistance
  for  needy  persons  is  hereby established to operate in a manner which
  will assure a uniform high standard of medical assistance throughout the
  state.   In carrying out this program every  effort  shall  be  made  to
  promote  maximum  public awareness of the availability of, and procedure
  for obtaining, such assistance, and to facilitate the  application  for,
  and the provision of such medical assistance.
