§ 5-501 Director of management and budget; access to agencies. The director of management and budget shall have access, at all reasonable times, to the offices of any agency for the purpose of carrying out the duties imposed upon him or her by law. The powers and duties of the director as to private institutions shall extend only to the moneys received from the city.
