    §  27-4212  Television  studios.  The provisions of this section shall
  apply to television studios in which  safety  film,  and  not  flammable
  motion  picture film, as defined in section 27-4202 of the code is used,
  notwithstanding any other provisions in this chapter to the contrary.
    1. Definitions. a. Television studio means any  place  in  a  building
  from  which television broadcasts are made and which contains television
  equipment, scenery or other paraphernalia  or  properties,  fixtures  or
  other  special equipment used for production of television broadcasts in
  which the use of motion picture film may be an integral part and with or
  without seating area for an audience. A television studio  may  include,
  but  shall  not  be  limited  to, front and rear screen projection, film
  recording, kinescope recording, cutting and editing  rooms,  developing,
  screening  and  viewing  rooms,  storage  rooms  and telecine rooms. The
  televising of special events, such  as  news,  sports,  conventions,  or
  special  events  of  a generally similar nature in any place or building
  shall not constitute such place or building a television studio.
    b. Front or rear  screen  projection  in  a  television  studio  means
  projection  of an image either moving or still by film or otherwise on a
  screen either from the front or rear in conjunction with the  production
  of television broadcasts.
    c.  Telecine  room  means  an  area  which is equipped with projection
  machines, television camera  chains  and  associated  equipment  whereby
  images  either  moving  or  still,  or  by film are transmitted into the
  television camera.
    d. The term film as used in this section shall mean safety film.
    e. Safety film means a commercial motion picture film  of  thirty-five
  millimeter  or greater size with supports made from cellulose acetate or
  the mixed acetate proprianate or acetate butyrate, cellulose esters,  or
  their equivalent.
    f.  Closed  container  means, a metal, fibre or cardboard container or
  receptacle of a type approved by the fire commissioner.
    2. Restrictions. a. No  permit  for  the  handling,  use,  storage  or
  recovery of safety film shall be issued for any building:
    (1)  Which  is  situated  within fifty feet of the nearest wall of any
  building occupied as a school; provided, however, that this  restriction
  shall  not  apply  to  the renewal of permits prior to September eighth,
  nineteen hundred fifty-two granted.
    (2) Where the building does not comply with the  requirements  of  the
  building code regulating industrial occupancies.
    (3) Which is artificially lighted by any means other than electricity.
    (4)  In  which  the  areas  of  such  building  that  come  within the
  definition of television studio contained in subdivision one  above  are
  not  equipped  with  at  least  an  approved one source sprinkler system
  provided, however, in an area where electronic equipment is  maintained,
  other  extinguishing  systems  such  as those involving the use of CO{2}
  extinguishing  equipment,  may  be  used  in  the  discretion   of   the
  commissioner.
    (5)  Which  does  not  contain  one  or  more vaults, storage rooms or
  cabinets constructed  as  described  in  this  subchapter,  to  be  used
  exclusively for the storage of such films.
    b. Subparagraphs one and four of paragraph a of this subdivision shall
  not  apply  to screening, projection, telecine, viewing rooms, and front
  and rear screen projection.
    3. General provisions. a. Except as hereinafter provided, it shall  be
  unlawful  to use or store any safety film in quantities greater than one
  standard or three substandard reels,  or  aggregating  more  than  three
  thousand feet or more than fifteen pounds in weight without a permit.

b. Storage rooms. Rooms for the storage of safety films shall be enclosed in partitions constructed of noncombustible materials having a fire resistive rating of at least one hour and each opening in such partitions shall be protected by a fireproof self-closing door approved for a fire resistive rating of at least one hour. Each such room may have a capacity not exceeding ten thousand square feet and an automatic sprinkler system having at least one source of supply which may be either gravity tank, pressure tank or an approved direct connection to the city water main. Film in transit may be kept on the floors of these storage rooms. In addition to the provisions herein contained, storage rooms shall be provided with the following: (1) Adequate means of ventilation, either natural or mechanical. (2) Scuppers or other approved means of drainage as may be necessary to relieve the water accumulation. (3) Racks constructed of noncombustible materials, so as to permit storage of containers on edge. (4) Adequate "No Smoking" signs posted in conspicuous locations. c. Cabinets. Cabinets shall be of construction approved by the commissioner and shall have a capacity not exceeding fifty standard or one hundred fifty sub-standard reels, or one thousand pounds of film. They shall conform in specifications to subdivisions two, three, four, five, six and seven of section 27-4205 of the code. d. Telecine rooms or projection rooms. These rooms shall be constructed of brick, hollow tile or concrete, or other approved masonry having at least a one-hour fire resistive rating, separated from the rest of the building by fireproof construction with approved self-closing or automatic one-hour fireproof doors. e. Storage and handling of safety film in studio. There shall be no film on the studio stage except in the magazines of cameras or sound recording apparatus, and the amounts shall not exceed five magazines for each camera or recording apparatus. f. No more than fifteen thousand feet of film per operator or more than sixty thousand feet of film per room shall be exposed at any one time outside of closed containers in any one projection, examination, or repair room or television studio. g. No collodion, amyl acetate or other similar flammable cement or liquid in quantities greater than one quart shall be kept in the projection room or cutting and editing rooms. h. It shall be unlawful to handle or store any safety film in any cellar or basement of any building, unless said cellar or basement is ventilated to the outer air and is provided with a means of egress to the street, solely in accordance with the building code. i. Portable fire appliances in any room where film is handled, stored, or used, shall be as prescribed by the fire commissioner. j. All electric lighting shall be as prescribed by the applicable provisions of the administrative code. k. All furniture and fittings where film is stored, handled or used, shall be noncombustible material. l. Receptacles for waste: (1) Waste, scraps, shavings, cuttings, short lengths or other waste materials of safety film shall be kept in standard metal waste cans from which such materials shall be removed at least twice daily. It shall be unlawful to keep other waste or rubbish in these cans. (2) Removal of such waste materials shall be made in metal containers that have been approved by the fire commissioner. (3) Film shall not be baled or burned within the building. m. Exit provisions as specified in subchapter twenty of this chapter shall apply.
n. Not more than twenty persons shall be permitted at any one time in any film recording, kinescope, cutting and editing, developing, or telecine rooms, in which film is handled. Not less than thirty-five square feet of working area per person shall be provided, and there shall be not less than two exits remote from each other. 4. The fire commissioner may in his or her discretion, by regulation, direction, order, or special permit, waive or modify the requirements or restrictions of any of the provisions of this section to the extent to which he or she may deem the same consistent with public safety upon application in such form as may be prescribed by such commissioner in the case of any television production or productions by any public school, college, or other educational institution of higher learning.
