2006 New York Code - Special Provisions Applicable To Theatres, Motion Picture Theatres, Screening Or Projection Rooms.



 
    §  27-4206  Special  provisions applicable to theatres, motion picture
  theatres, screening or projection  rooms.  a.  In  theatres  and  motion
  picture  theatres,  screening or projection rooms, film shall be stored,
  kept and handled only  in  projection  booths,  rewinding  rooms  or  in
  special  storage rooms provided for such purposes. The total quantity so
  stored, kept or handled at any one time shall not exceed fifty  thousand
  feet  of  flammable  film  or  one hundred fifty thousand feet of safety
  film. All film not in projection machines or subject to  inspection,  or
  in  the  process of rewinding, shall be kept in approved containers. The
  quantities of film stored, kept or handled in the respective rooms shall
  not exceed those specified in the following paragraphs:
    1. In a special storage room, not exceeding twenty-five thousand  feet
  of flammable film or sixty-five thousand feet of safety film.
    2.  In  a  projection booth or room constructed of brick, hollow tile,
  concrete or other approved masonry, not exceeding  twenty-five  thousand
  feet of flammable film or sixty-five thousand feet of safety film.
    3.  In a rewinding room constructed of brick, hollow tile, concrete or
  other approved masonry, separated from the projection room with openings
  thereto protected with approved fire doors,  not  exceeding  twenty-five
  thousand  feet  of  flammable film or sixty-five thousand feet of safety
  film.
    4. In a projection booth constructed  of  asbestos  board  or  similar
  approved  material  permitted  for  use  in  theatres  or motion picture
  theatres, not exceeding fifteen thousand feet in existing buildings, and
  an additional ten  thousand  feet  may  be  kept  in  a  rewinding  room
  constructed of asbestos board or similar approved material permitted for
  use in a theatre or motion picture theatre, provided the projection room
  and rewinding room are separated by a self-closing fireproof door.
    b.  The  above quantities of film shall be stored, kept and handled as
  follows:
    1. Up to eight standard or sixteen  sub-standard  reels  of  flammable
  film, aggregating not more than sixteen thousand feet or six standard or
  forty-eight  sub-standard reels of safety film aggregating not more than
  forty-eight thousand feet, may be kept in closed containers, as  defined
  in section 27-4202, or in approved cabinets.
    2.  The amount on hand in excess of sixteen thousand feet of flammable
  film, such excess, however, in no event to exceed ten thousand feet  and
  the  amount  on  hand  in  excess of forty-eight thousand feet of safety
  film, such excess, however, in no event to exceed thirty thousand  feet,
  shall be kept in an approved metal cabinet with a vent to the outside of
  the  building  not less than fourteen square inches for each one hundred
  pounds of flammable film capacity or per four hundred  fifty  pounds  of
  safety  film  capacity and with an automatic sprinkler head which may be
  connected to the house supply by not less than three-fourth  inch  pipe;
  provided,  that  the  water pressure at that elevation shall not be less
  than fifteen pounds per square inch; provided further, however,  that  a
  cabinet  constructed  so that each reel is in a separate compartment and
  will burn out  without  communicating  fire  to  film  in  an  adjoining
  compartment, need not be provided with an automatic sprinkler;
    3.  In  the  special storage room, which shall be constructed, located
  and protected as required by the commissioner, the  amount  on  hand  in
  excess of sixteen thousand feet of flammable film, such excess, however,
  in  no  event  to  exceed  ten  thousand feet, and the amount on hand in
  excess of  forty-eight  thousand  feet  of  safety  film,  such  excess,
  however,  in no event to exceed thirty thousand feet, shall be stored in
  approved cabinets or vaults;

4. No collodion, amyl acetate or other similar flammable cement or liquid in quantities greater than one-half pint shall be kept in the projection booth or rewinding room; 5. Such portable fire appliances as required by the commissioner shall be provided; 6. Smoking or the carrying of a lighted pipe, cigar, or cigarette, or other form of smoking material is prohibited in booths, rewinding rooms or special storage rooms; 7. The number of projection booths that may safely be permitted in any building shall be determined by the commissioner. A preliminary set of plans shall be submitted to and approved by the commissioner before any work in connection with the construction of a screening or projection room is started. Such plans shall show the location and size of the room and also specify as to the location of all other screening rooms in the building. Upon approval of preliminary plans such number of sets of clean, corrected plans on cloth as the commissioner may require, not exceeding three, shall be filed for final approval of the commissioner. 8. The projection machines and all other electrical apparatus shall comply with the electrical code and be approved by the department of buildings. 9. All furniture and fittings where film is stored, handled or used shall be noncombustible material, except that chair seats and table and floor coverings, may be of slow burning material.
