2006 New York Code - Certificate Of Fitness.

 
    §  27-4106  Certificate of fitness. Each vehicle for which a permit is
  required to transport gases shall  be  under  the  charge  of  a  person
  holding  a  certificate  of fitness issued by the fire commissioner. The
  person holding a certificate of fitness shall see that the gas cylinders
  are properly supported, that safety devices are in place and  in  proper
  working  order  and shall produce on demand of any representative of the
  fire or police departments the inspection card of the vehicle. Each such
  vehicle must have prominently  displayed  thereon  the  fire  department
  permit.
