    §  27-3019  Modification,  suspension  or revocation of certificate of
  inspection, permit or other authorization. The commissioner may  at  any
  time  by  an  order  in writing for good cause shown, modify, suspend or
  revoke  any  certificate  of  electrical  inspection,  permit  or  other
  authorization  issued  pursuant to this chapter, but no such order shall
  be effective  unless  the  same  shall  state  specifically  the  reason
  therefor.  A  copy  of  any  such  order  shall  be served in the manner
  provided in this subchapter, within five days after its date,  upon  any
  person, partnership or corporation affected thereby, who has not applied
  to  the commissioner for such modification, suspension or revocation. No
  person other than the commissioner or an  officer  or  employee  of  the
  department,  duly authorized thereto by the commissioner, shall alter or
  amend  any  certificate  of  electrical  inspection,  permit  or   other
  authorization  issued  pursuant  to  this  chapter  or  the rules of the
  department.
