    §   26-106  Proofs,  affidavits  and  oaths.  Proofs,  affidavits  and
  examinations as to any matter arising in connection with the performance
  of any of the duties of the department may be taken  by  or  before  the
  commissioner,  or  a  deputy  commissioner,  or such other person as the
  commissioner may designate;  and  such  commissioner,  deputy  or  other
  person may administer oaths in connection therewith.
