2006 New York Code - Empire Zone Plans And Applications.

 
    §  22-708  Empire zone plans and applications. The department of small
  business services shall prepare empire zone plans in accordance with the
  requirement of article 18-B of the general municipal law and  the  rules
  and  regulations  promulgated  pursuant  thereto.  Such  plans  shall be
  presented to the speaker of the city council,  who  shall  certify  that
  such  plans are accurate and complete. Upon certification of a plan, the
  department of small business services shall be authorized  to  apply  to
  the  state  commissioner  of economic development for designation of the
  area described therein as an empire zone.
